Well you just have to wander around the world, and characters are just walking around. It's part WDW magic.

Now for the non-magic part. You can ask at Guest Services. They do have access to the schedule. They often times won't tell who will be where because if there is a issue and the characters don't show up they want upset Guests. So sometimes you have to be insistent and I doubt they will be likely to give you a whole list. Also this a case where Steve Soares can be useful.

Of the characters you've asked about, the only one I've seen is Belle and the Beast outside France at Epoct, there is a little path down by the lagoon.

Mrs. Potts and Chip I've only seen in the Beauty and the Beast show at DHS.

And speaking of characters, is it me or does it seem like Chip n Dale are everywhere. Last visit I couldn't turn around without seeing those two.

as far as i knwo th eonly real characrers youll find in that bunch are belle and beast, near france at epcot, together, sometiems ive seen beast along at DHS. There is a nemo DIARAMA scence outside of the seas with nemo and friends which is the closest you'll get. Before they built that they did have a mecanical nemo come out which winked..it was horrible. I have also seen dumbos in past parades, but never walking around, it was only the waist area up.

As Johno said, Belle and Beast are out almost every day near the France Pavillion in Epcot (sometimes in the pavilion itself.. they have a kind of Beast's Library set up in there).

I've never seen Nemo and friends (apart from the mechanical ones yodi mentioned), which is kinda odd really, since it doesn't seem like those costumes would be horribly hard to make.

I'd be surprised if Dumbo, Bambi or any other four-legged characters were ever in a meet and greet. I've never seen them do a four-legged costume outside of parades and shows. I'm curious to know if they're out there now...

I suspect that you won't see a nemo meet and greet unless it's in a very control space like Ariel's Grotto. So they can hide a puppeteer some where and allow him to interact. The other would be a something like Turtle Talk/MILF.

Because a free standing costume would end up having to have legs of some sort. or have them walking around on a weird looking reef or something like that. And I suspect the ascetics of that wouldn't appeal to Disney.

That's a good point. I was thinking it wouldn't be that horrible to have feet sticking out of the bottom of the Nemo costume but that probably wouldn't be kosher for Disney designs. Plus they couldn't do signatures with their flippers.

Signatures aren't really a problem. They have two solutions, first is they just have the handler say "no autographs" the other is some characters have a stamp.

There are characters that don't allow autographs? Really? That's lame...

Also I still don't see how they'd hold a stamp with their flippers. Regardless the feet sticking out is probably too un-Disney for Nemo and friends to be a go. Which I have no complaints with; the fish is already everywhere anyway.

thats not fair! they should give everybody at least a warning so the children wont be sad that their favorite character didnt sign an autograph.

Yep Buzz lightyear for instance has a stamp. And characters like the Beast don't sign, although when Belle is with him, she will often sign for him.
