Wait, which boat launch? The old keel boats? And of course the Riverboat is Liberty Square, if that's what you meant. Liberty Square extends from the Mansion to the bridge between the Diamond Horseshoe and the DVC kiosk, and it's evolution of time and location is very, very careful. Everything was considered, and it's all supposed to fit.

ok, so I was a little mistaken in saying the riverboat was a frontierland attraction.  the official name, per the official site, is Liberty Square Riverboat.  it just goes around Tom Sawyer Island which is all Fontierland.  the launch is right there next to HM though, maybe 50 feet down

WDW.  It is like that because WDW's haunted mansion is the one that is being rehabbed.  
Personally I like the theming of the gate, if they just closed the iron gates you could see right into the construction and Disney wouldn't want you to be able to do that. It would definitely ruin the magic of the park if that happened. I do have to agree that it is much better that the standard painted plywood and 2x4 walls.
