The buildings kind of look painted on, like a façade, although the trees look real enough. If it's a set piece it's probably at DHS, although I can't quite place it. Maybe that one of the New York skyline?

Someone guessed the facade streets at DHS too. I would have guessed that as well but I got beat- though I'm not sure if you saw the response as you didn't say whether it was wrong?
