According to the official rules, Paris and Hong Kong are the only options for outside the US. While I would like to go to Disneyland Paris, I want to go to Tokyo first but it isn't an option...

According to the official rules, one cannot take part in it while living outside the US
Not that it would surprise me because that's almost always the case, but I'd hoped for some chance to win a trip, too

Sorry, but they're allowed to restrict geographically. As long as it is stated upfront in the official rules, you have no grounds. They restrict according to age usually (the "must be 18 years old or older" clause) and haved stated so in the rules before, and there's no grounds for age discrimination there. Restrictions sometimes have to deal with the ability to legally enter into a contract deal if you win.

Paris is an option but Tokyo is not. It isn't owned by Disney but the Oriental Land Company, who pays to use the Disney name/copyright. Many people do forget that TDL is OLC and not Disney. Unlike China, Japan would not relax its laws about foreign companies being able to own land in its country. TDL is not a subsidiary of Disney but Franchise Revenue in its financial statements. And Disney doesn't foot the bill. Which is why they get a lot better attractions. OLC is willing to spend money to make money.
