I think the idea would be that there would be tracks flagged not for regular play. Whenever there are no requests in the queue, the software picks a song semi-randomly (I remember Sub saying something about following the 25-ish hour rule, and playing long tracks less frequently) and keeps 2 tracks in the queue until more requests are made.
So "request-only" tracks, I assume, would be removed from consideration for play when there are no requests in the queue.
