The only thing that is set in stone is The Little Mermaid attraction and (I think) the Beauty and The Beast area.

I'm a bit doubtful of that too. I think it has to deal with the amount of down time the monorails have when one goes down on the EPCOT line. It takes about 45 minutes to get a work tractor from the shop switched onto the EPCOT beam. Also from what I have heard there have been enough issues with monorails breaking down on the EPCOT line as of recent.
