I hear that in japan it is very common for anyone to dress up in all sorts of costumes. If you look at Disney park fans from there you can see some great costumes from fans. I wouldn't mind if that popular trend spread to the US. Mario in a lot of ways is from japan. Maybe that's what this is a photo of.

That is funny. Being from NY, I would have been afraid to go near him in fear of being pick-pocketed. I may dress up as Donkey Kong when I am there

Disney theme parks here have a policy prohibiting adults from dressing in costumes. Children are allowed. The reason: they do not wish for children to confuse the adults in costume with the authorized official Disney characters. There is also a strong security reason as well. This policy is also in effect during Halloween (again, children are allowed to wear a costume, adults not). There have been cases where Disney ejected people from the parks because of this policy, and they won in court over it too.

Yes, I noticed that the people in Japan, especially the teenage and 20-something-ish girls, really dress up at the parks. Wow... a lot of weirdo's are at the parks on any given day. But with the super tight security around there, how did he get past the front entrance with all that garb in a bag or backpack?

Well minus fake mustache I'm not really sure it's obviously a costume. The hat is probably a give-away to a lot of people but people wear silly costume-like hats that mimic Mickey/Minnie/Goofy/birthday cakes/etc. all over the parks- just because it's not Disney does not seem right to assume it's a costume. His overalls again are part of the costume but alone they just seem like some weird old guy clothes.
Also, the baggage checkers in my experience are usually 65+ year old retirees. It's unlikely that they will immediately recognize a Mario outfit as it's more of a younger generation's icon. I can't blame security for this- like I said minus the fake mustache you're really flirting with telling some guy his legit clothes aren't acceptable.
