This was a tricky one and fun. I've spent the a good part of the evening looking at photos from everywhere I've been in WDW (which is just about everywhere a non-cast member can go) and I'm pretty sure I found where it is. Is it the Leaping Horse Libations in the Disney Boardwalk Resort Pool Area?

Bing! Bing! Bing! We gotta a winner! Correct! It is a part of the Boardwalk hotel area that most poeple don't see because it is not very visible from the side of the hotel it is on. Your turn!

That was a good one. I did see that and knew it but I was too late. The thing that gave it away to me though was you left the pool area light pole in the picture. The red and white stripes on those are unique to that pool and I always remember that from all the times we stayed there when I was younger
