While you example fits correctly for a condo type of environment, I don't feel it fits DVC and DVD. As we all know Disney very rarely do anything dealing with money without thinking everything through. As an owner I am not worried about some people not paying or DVD having to dig into the reserves causing any havoc on the system.

Please keep in mind that there has been a special assessment when one of the hurricanes in 04 or 05 wrecked havoc on the Vero Beach property so it has happened before.
