That is actually a special lens called a lensbaby. http://www.lensbaby.com/ I have the Composer. This lens is really cool, but really tough to work with. It is manual focus, Apertures have to be changed manually, and it has one spot it focuses on and the rest has that motion blur. I don't use it nearly as often as I would like, but sometimes you have opportunities to break it out.
