Probably licensing issues, selling (hopefully) licensed merch is one thing, building stuff is another. A PBS affiliate got in hot water for selling unauthorized Dowton Abbey merch.

I think NBC Universal might have the distribution rights for it here, which would give them the call.

Ah, so you are getting DCA merch at WDW (the Walt statue in front of the Carthary Circle Restaurant) and we have the replicas of the Gaston fountain for sale at DLR. :D

I am kind of surprised they would use the grass area, not so much for some person's plans never wanting it, but rather because it is going to trample that grass and Disney will constantly need to replace it. It isn't that expensive to replace but it is still a lot of work.

and sod just doesn't hold like good ol' fashioned grass when it is first placed... slips and slides over the soil

They could go for the plastic grass I suppose (not astroturf but the kind that looks like normal grass) but the upkeep on that is pretty heavy too.

That looks like the really short grass that probably won't show too much trampling, a type of grass that is used in high traffic areas. I wonder what they will do in the event of rain though. If it has been raining, that area will likely be a bit wet, and could get muddy if people are scuffing around waiting for fireworks to happen. Of course I am talking about rain that stops in time for the fireworks to actually happen.

I assume that they have very good drainage setup under that area if they are planning on letting guests on it every day.

I do predict, though, that it will either cease being a place for guests to sit or that they will replace it with something else that can handle the traffic like a mulch or gravel.

They also might only be using it as a test, to see how many people even take advantage of it. At DLR we have special viewing areas for people who make specific dinner reservations/buy the picnic meals.
