Senator Palpatine was the guy in "Star Wars" who was secretly a Sith Lord and eventually became the evil Emporer. In one of the most famous plot-development scenes, he has manipulated the Senate to vote him "temporary" absolute power in order to deal with the separatist "emergency", and he solemnly promises to give up the power once the crisis has abated. By this point in the movie, if you've been paying attention, you can sense that he's lying. Hence the reference. Heck, just google "Star Wars Senator Palpatine." You'll get the whole story.
