Not to dash any dreams, but this rumor has been around for a long time. NO NO NO NO NO!!!!!!! DO NOT change the Soarin' film, Disney people!!! It is FINE how it is!!!! As for the Soarin' rumors, it would be criminally easy to add a new movie, but there has been talk of doing that with Star Tours ever since it opened.
If they were to finally get off their butt and do something (which hardly makes any sense, given that it's currently incredibly popular and therefore doesn't need any love or money thrown at it), they could certainly offer both Soarin' Classic and New Soarin' with More High Fructose Corn Syrup.
Soarin' around the World sounds OK, but it doesn't make any more sense in The Land than the current version does.
If they choose to upgrade Speedway, they really do have three options. They could toon it up, make it actually futuristic, or make it fantastic.
The Toon idea is intriguing, since they could potentially incorporate Benny the Cab and make the land a real ToonTown instead of Mickey's Half-Hearted Birthday and Cow Show. I don't even have any objections to outside properties in ToonTown, since without the toons, it's got no reason to exist. (Not that anyone cares what I think.)
In terms of making them futuristic, electric cars were invented in the early 19th Century, and all the other fuel tech mentioned is currently in existence. There are hydrogen cell buses tooling around, for poop's sake, and many of us have hybrids in our driveways. They should do hovercraft or something along those lines or don't try to even sell it as futuristic.
Reformatting it with Toad cars is kind of tempting, but really that's a lot of prime real estate that could be used for some premium dark rides. (Put a roof on it make it a giant Wild Ride where you have some control over the vehicle and I'm on board.)
It's worth taking a step back and thinking if the concept is really all that great in the first place. Controlling the car is certainly fun, especially for kids, but I can think of a dozen extinct attractions I'd sacrifice the Speedway to see again. I do worry about whatever they would put in its place, so I don't really mind some cheap reformat as a place holder until some imaginary point in the future at which a decent person takes over the theme park division. It does add movement and excitement to the environment.
I do agree that virtually anything is better than CO2-spewing go-karts.

Ummm.... absolutely NOT on a Soarin' Around the World film. It just wouldn't fit, to me. That ride is a big reason I'm such a huge WDW addict and I don't want it changed. It has more to do with The Land than singing food does. I mean...I loved Food Rocks and what was before it...but this seems to be something that compliments the Earth theme of The Land. Both Food Rocks, and Soarin' both fit, in the Land and here's why. If i am not mistaken the boat ride shows you how the food is grown. The show told us how that food was good for us. In Soarin', you get to look at all types of landscapes and living conditions, just like in the boat ride. Granted, I honestly do feel like they can still change it to Soarin' around the world, which would fit in better at Epcot since there is the world showcase. Just look at POTC, same title and idea at both parks, but different rides. Soarin' California was originally made for DCA, to celebrate California. There isn't exactly a ride in Cali celebrating Florida is there?

Or it didn't, until they 'rehabbed' The Land to be travel-agency/airport themed. Now the only thing that doesn't make sense is the name of the pavilion. I agree with yodi, at least about Food Rocks and Kitchen Kabaret. The original theming of the place was best summed up by one of the ride names; Living with the Land. The healthy eating/sustainable crops business was a key part of all of that. That's why that Sunshine Seasons Food Fair was so awesome. I think Soarin' would fit in a lot better with an 'all around the world' theme, for that pavilion in particular. Plus it would de-homogenize the parks a little, which I'm all for.

Soarin' Around The World would also fit really well with the fact that World Showcase is 100 yards from The Land. EPCOT has always had a dual purpose: showcase the future, and showcase the world. I love the current Soarin' film, and since they have 2 theaters they could have a Soarin' Classic and Soarin' Around the World. I like that thought.

That's really a stretch. Pretty much all attractions have you looking at some land or other. That doesn't make any more sense than throwing Nemo into Seabase Alpha, unless you understand the pavilion as only "Look! The Kabaret and Food Rocks didn't anything to do with the concept either, by the way. Kabaret was a Kraft ad and Food Rocks was just an update of the thoughtless attraction that was there before. Either attraction would have made more sense in Wonders of Life.
Soarin' around the World would have a tie-in to the World Showcase, sure, but what does that have to do with Future World? What did any of the above attractions have to do with it?
These themes should be deeper than simply tying any noun together with some tangential relationship to the most general interpretation of the title of the pavilion.
As for the airport thing, what a great idea! There's nothing people love more than waiting in line in an airport...particularly those who are on vacation and have most likely just spent some quality time enjoying our friendly homeland security officers.
