That bus is in NYC, but it is just an example of one, if you go to some music festivals they are actual stands where the people take your phone, connect it to the power supply and give you a claim ticket. After a while you can come back and get your device and it will be charged.
They kind of didn't plan everything out well since the app itself is data heavy, which they remedy by offering free wifi, but that also means that it will use more resources and drain your battery faster.
The board isn't usually the point of concern with charging, but rather the battery. A problem that the early (might still be an issue) emergency quick charge devices (basically a battery that you strap on and it recharges your phone) is they ruin the lifespan of the battery.

Supposedly it can also lead to exploding batteries, though the phone producers (mostly apple) say that about all third party cables/chargers.

Pretty much, which is also why Apple cables now have hardware in them so that unauthorized cables offer less functionality (usually making them only good for charging but no data).

the only difference i would bet is an extra resistor... something to change the line voltage on one of the darn pins... for the 5000% profit for cables and accessories... reminds me why apple is not the king of the personal computer market --- they hold on and non-standard anything possible to hold on to their fanatics like an alabama tick.

The biggest problem with charging things fast is the thermal energy generated from electron friction. If you try to charge something that fast, and amp up the current (hah, pun not intended), your device will get so hot that it will ruin its circuitry. That's why you aren't supposed to use different power cords from one computer to another without knowing the power output of them, and how they'll affect your computer's battery. USB standardization isn't entirely true, as most devices use USB bricks for charging, you end up with slightly faster charge times on tablet chargers (such as using an ipad's charger for an iphone) compared to the standard phone's charger. Though this also may shorten your device's lifespan.
