Fresh ideas = new rides = loads of money that they don't want to spend right now.
Look at the fantasyland expansion project. They may be cutting corners in order to save a few $$$ because they under-estimated the costs and need to get back on budget.

I never stopped calling it the "WEDway Peoplemover" in my mind the TTA just "took over " operating it
