OLC/TDL and DLP does Halloween far, far better than WDW. I was told that the few Halloween stuff that WDW now uses were retired from TDL and DLP when they replaced with newer stuff at those parks..

It's not really celebrated in Japan, but they love it at TDL. Nope, like Christmas, it's something that TDO at WDW does not want to spend any money on if they have to...

Trust me it is huge at WDW. I've never seen more adults (the ones who pay when families go on vacation, of course) in one place dressed up in some of the most elaborate costumes I've ever seen. Ah, they allow adults to wear costumes at WDW? I think DLR doesn't allow that.
