Yes they were tracking the bus!
Also, this should answer all questions as to what type of bus it was found on. Since it was installed in 1998 it must have been an older RTS bus. The Nova's didn't start until 2003 and then the Gillig's in 2004.

The mysterious object found mounted on a Walt Disney World bus last week -- prompting the giant resort to temporarily shut down all bus service until the other vehicles were searched -- was an old tire-pressure monitor, Disney said Monday evening.
Disney spokeswoman Andrea Finger said the device was a prototype that had been installed in 1998 on a single bus to monitor tire pressure with wireless technology. Tire pressure can affect the fuel efficiency of a vehicle.

That's what I'm wondering...You can't blame the maintenance CM. He did his job and showed it to his supervisor. I just wonder why they only found one and it took them 11 years to realize that it was there.
Oh well, better safe than sorry though!

Is it really poor training or is it just a unique freak occurrence. How can they train the mechanics to look for something that was most likely supposed to have been taken down many years ago and was thought to be inexistent. I don't really understand questioning the training. It sounds like the training was followed excellently...if you notice something suspicious report it. Think about it, if they weren't trained to do that and something did happen to the bus or buses then every media outlet in the world would be reporting that multiple buses were blown up, injuring countless guests, and why didn't Disney take measures in order to prevent such an occurance.
They did what they should have done and were obviously well trained in, first and foremost, isolated the immediate potential problem; second, took measures to prevent people from getting hurt and then; third, stabilized the situation. They also must have checked the records, if they didn't check them or document the device in the first place then we wouldn't have know it was a prototype from 11 years ago.
