Your hint made it sound like it was something about the buildings. From what I understand all the workers in each country come from that country.

Actually, Each country must meet the same height requirement. No country may be shorter or taller than another. It may be only one building, or all of the buildings, but atleast 1 must be the registered height.

hmmm i say that each building has a brick or stone from their country of orgin, that was used in the construction process????
