I don't understand much of what you're saying, until you get to induction. Then my science teacher's brain goes AHA! I know what that is!

As far as the return times go, we've never been the type to "save them for later". We always would return within the given window of time (with maybe 1 or 2 exceptions where it was out of our control)...but I guess it's not as much of a problem at DLR.

To get back to the question at hand...
When I was there a few weeks ago, there were signs up at all the FP stations that guests need to return within the time window. It's also now printed on the ticket. The allowed time is now a full hour, though. It could be just in my head, but it seemed like the Fastpass lines went quicker than they used to. I didn't wait at any of them.
I saw this article a little while ago: Fastpass Article from Inside the Magic.

I don't understand, is it a new system or is it literally just "Don't show up late, as we've always asked, or we'll turn you away, which we've never enforced"? If it's the latter it's possible through that red card testing system that some number crunchers figured out the FP system was starting to get seriously dilluted as the day went on from people w/ late returns. I.e. a 5:00 pm FP return would now also be waiting in the FP queue w/ not only other 5:00 pm time block ppl, but also all the late 10:00 am-5:00 pm people who for whatever reason stock piled their FPs til after an early dinner or something.
If that's what was happening, it would greatly reduce the effectiveness of later FPs and also, what would probably be the biggest reason for a policy change, impact the bottom line for the Mouse. If all of a sudden, evening FP queues were getting clogged and having wait times because of late returns that means less people out and about paying for snacks, souvenirs, etc. That's something that would probably be unacceptable to the bean counters.

Another factor: If you know that at the end of the day, lines are longer in both stand-by as well as FP, one might be inclined to just leave at mid- to late-afternoon, eat dinner wherever, and relax by the pool, rather than battle the long lines. Both. To my knowledge, the only thing publicly implemented at this point is the "Don't show up late" part. But, there's a new system being tested that lets people - perhaps just resort guests - choose attractions they want to ride in advance and get a RF fastpass card that pre-assigns them times. I'm surprised it got out in the wild myself since it doesn't fix most of the problems (such as passes running out early in the day and what to do with unused ones) and it does the worst thing possible for that industry, punishing customers who were off using another element of the park and may have even been spending money.
I almost want to say, since most of the butt-hurt about FP's seems to circle around Toy Story Midway Mania would be to cut down on how many are given out each day/hour.
