Actually though it was Dopey. The seven dwarfs used to walk along in a line, with Dopey following at the end. Apparently the hearing and vision were highly impaired. Some teen boys grabbed the person in the Dopey costume, and threw him/her into the moat where the weight of the soaked costume threatened to drown the cast member.

But, other CMs found out what happened before anything too tragic occurred.

Apparently, hitting and harrassing costumed characters is not entirely unusual. Ouch! You'd think everyone would recognize that there's a person in there -- duh -- but I guess for some, the illusion is complete. There was a looong expose on this whole subject in the LA Reader around 1982-3 covering the incident specifically, and the general weirdness of being a CM, especially a costumed one.
So, then the dwarfs started wearing bells, so they could hear where the others were, and non-costumed CMs started accompanying them, which quickly turned into the controlled environment viewing situations they have today. Which, IMO, is better for kids, parents -- and CMs!
The only time I have seen a variance to this is during closed parties at Disneyland, when typically there are *lots* of characters walking about, and just a few select guests.
