I can alter the rules again, and just make the track selection completely random. I did leave one rule in that makes it random and tries to pick a lower requested track. It seems that rule is stuck on the storm troopers.

We are still kicking around the idea of removing points for everyone, of course the 30min request rule would still apply.

This is true, but I sent them ahead to see if there were any rebel sympathizers. So my plan is almost complete.

Why come up with a whole new plan when you can keep doing the same one over and over? I mean, what are the odds some rag-tag rebel forces are going to outwit the vastly superior Imperial forces, huh? Okay, once. Alright, maybe twice. But hey...the third time's a charm....
