That would be Billy Barty (and if you want to go one step further, the current voice of Figment is Dave Goelz...aka Gonzo & Dr. Bunsen Honeydew (among others) :) Just a tidbit of info for anyone who wanted to know)

Correct, MmeLeota! Congratulations! Billy Barty in fact did the voice of Figment, including in the original song (from which the quote came from). Billy Barty was "vertically-challenged" actor back from 1960's - 1980's, and was known for comic roles. He appeared on the Sid & Marty Krofft's Saturday morning series "Dr. Shrinker" as the evil doctor's sidekick, Hugo.

I believe both Jeremy Irons and Judi Dench's narration uses that same quote at the beginning...
