I think the reason why they eliminated the fountain was so they could accommodate more people.

I believe is the little pool area in front of Universe of Energy as agingerbugg said, just reminds me of that area.

it looks almost like the solar panels on UoE, but it'd be near-impossible to take that pic from above. so, my guess is the floor of Soarin'... maybe...

OH! I think I know what it is. This is so exciting (if I am right, if not I am making a fool of myself by going on so long) because this was my second favorite fountain in EPCOT. As soon as you said it wasn't the pool in front of UoE, I realized it must be the old Prism fountain from in front of SSE.

It's not the floor of Soarin', it's not a roof in Japan, and it's not the prism fountain in front of SSE. You might want to think about the reflection in the image and what kind of object would create that.
