I think it's the little window on the side of the Splash Mountain building, on your left just after you cross the bridge if you are facing Big Thunder Mountain.

I thought the same thing, Sleepy. But there's something about the lighting that doesn't look like the Treehouse.

The lighting looks theatrical to me. So I am going to guess the scene in the American Adventure where Franklin comes to see Jefferson while he is working on the Declaration of Independence.

That's gotta be in the U.K. pavillion at Epcot, possibly the Rose 'n Crown...?

It is definitely EPCOT WS. I think it is the trains by Germany. You can't get an aerial shot of any of the buildings like that. Also I don't recall that exact building in any WS country.
