The theming is definitely supposed to be like a carousel, but it's not on an actual carousel or in Magic Kingdom or any of the parks for that matter

edit: There are actually three of these carousel-style gold-framed castles. When I took the picture I thought this was the only "Disney" castle and that the other two were random castles, but I just did a bit of searching and the other two castles are Cindrella Castle and DLRP's Sleeping Beauty Castle.
