Ahh how did I miss this thread. I have had this on my iPhone as my text tone for a while now. The file needs to be converted to an m4r in order to be used as a tone on the iPhone. I have all that work done if you are interested.

I know we used to hear it at DL all the time...but I don't know what the sound was for...the closest thing I've found for the whistle is the Twitter notification on the iPhone.
