Can't blame Disney here - the policy is protect the childrenand protect the company. They did the same with a man who dressed at WDW one time to look like Santa Claus (he was a mall Santa himself). They could be mistaken for park employees and then come the problems that could arise from that in a litigious situation. Hence, the policy and its strict enforement.

Oddly enough, I agree with some of the comments from the readers. It is a safety issue and is part of Disney policy. She needs to produce the name of the person who gave her permission to wear the dress and Disney needs to deal with that accordingly. Shouldn't be an issue.
