I was just curious about tracks that are available only for certain dates and times. Are those only available that way or are they sometimes available for instant request. Also wondering what goes into deciding why some tracks are available that way.

If a track has been played I believe it takes 3 and half days until it available again.

It is approximately 96 hours. This was done to make sure that a larger variety of tracks are played on the request stream and one track is not "overplayed"

Once that it passes that date and time, then that track is available at any time for instant request like any other track you see that's available.

Just be wary that not all the tracks can come up on their scheduled time. Sometimes the stream can recycle the track so that something is always playing so you may wait longer for the one you want.
