For the most part, yes, the festival of fools arena is mostly used for corporate parties. It's also been where they corral the cast members during the Pirates of the Caribbean movie premiers.

Trading up to AP's is actually quite easy. It is better to buy the hoppers first, usually, because on hoppers there are no blackout days.
